[WSBAPT] Ordering Death Certificate - New Snag

Today i was informed that I am not eligible to place an order for a death
certificate for my client's parent.

This is a first since the new law has come into play. Has anyone else been
told that they cannot do this and that my client, herself, has to be the
one who places the order?
