I agree this is spam- which is getting extremely sophisticated these days.
 
I report these spam calls to Federal Trade Commission all the time. It  
helps keep down the volume of spam.
 
You can do this by going to their website:
 
https://www.donotcall.gov/
 
You will provide the number on which you received spam message, the  
number that called you, the time, and date.
