It would be a good thing to also report this to the FTC and the Social Security Administration, since they want to know when scammers are impersonating federal agencies.

Agreed. I would delete the voice mail and not respond. A phone call is notice of nothing at all, at least anything that could legally bind you or trigger some deadline.

Unless you receive written communication (not via email), it is almost certainly not the SSA or IRS or any other revenue collecting branch of the federal government. I would simply delete the voice mail.

I recall reading that the SSA absolutely NEVER makes contact by phone; only by USPS letters. So it's likely a scammer.
