[WSBAPT] Advice on Life Insurance Proceeds without Letters

Greetings List -

Interesting situation. A life insurance policy payable to adult child.
Insurer will not release without letters testamentary to adult child or
authorization by PR.  PR is step mother and has refused to cooperate to do
anything to help adult child obtain proceeds.

Would this be a motion to the Court indicating that PR has violated her
oath to administer the entire estate and get letters for the Adult Child?
