[WSBAPT] Special Needs Trust -- debit card?

Is the beneficiary eligible to open an ABLE account? If so, the Trustee could deposit the “allowance” amount into the ABLE account every month. Also accessed via a debit card. SNT Trustees are allowed to pay for rent and other prohibited payments in this way using an ABLE account.

Can a Trustee provide a prepaid debit card that cannot be used to access ATMs to the beneficiary of a SNT on SSI?  Would expect maybe $250/month.  Trustee would warn against using for food or rent, or buying things for other people.  Supposedly to be used for cat food, gas, clothes, household goods, cigarettes.  Trust already pays bills like cable & car insurance.
