[WSBAPT] Special Needs Trust -- debit card?

Can a Trustee provide a prepaid debit card that cannot be used to access 
ATMs to the beneficiary of a SNT on SSI?  Would expect maybe 
$250/month.  Trustee would warn against using for food or rent, or 
buying things for other people.  Supposedly to be used for cat food, 
gas, clothes, household goods, cigarettes.  Trust already pays bills 
like cable & car insurance.
