[WSBAPT] Qualified Domestic Trusts and Treaty Rights

Hello Listmates,
As you likely know, testators in Washington may not rely on the
marital deduction when leaving assets to a Non-Citizen spouse unless they
utilize a Qualified Domestic Trust or rely on a tax treaty. Can anyone
recommend a good secondary source for researching treaty rights and the
Washington specific requirements for QDOTS?
