[WSBAPT] DSHS child support records

I have a decedent who paid child support for a son for many years.  This son was the only heir of the decedent.
I wrote to DSHS child support and asked for the file so we could locate the son - we don't know his last name or the mother's name.  I hired an investigator and we cannot find the son with the last name of the decedent so believe he may have taken his mother's name.

DSHS denied my request as a public records request - I sent the Letters and Order appointing the Administrator...

Has anyone been successful in getting this information?  I am not a family law attorney but I send requests such as this for medical records of a decedent and don't have any problems.
