[WSBAPT] How to preserve land

Good afternoon,

HC own rural property as joint tenants with right of survivorship with
their sibling. Sibling wants to clear-cut the property; HC won't agree. HC
is afraid that if/when they pass, sibling will clear-cut the property.

HC is unmarried, without children. The estate is modest. The rural property
is small and not of interest to any land trusts. I'm afraid the other
assets in the estate won't be enough to incentivize the sibling from
clear-cutting.

Any other ideas for how to preserve the land?
