You don't say where your friend's mom/brother lived.  However, in King  
County, there is apparently a "king county Indigent Burial Remains  
program".  Looks like you contact the Medical Examiner's office.  You  
might also contact the author or the story below, since she seems to  
have done some research.  If this isn't King County, sounds like the  
medical examiner of whatever county this is might be a place to start.

It's not clear if the deceased was employed, you say he was not  
receiving assistance.  Some employers have a modest group life  
insurance policy - like $10K - to cover buriel, etc. So, you might  
check with the employer.
