I take probates over for ex-parte filing all the time. I usually check with
court administrator for judge availability, then walk over, get orders
signed, then file. Can't say about submitting by mail, but call the court
administrator.

I have a new to open probate in Skagit County this Friday.  I noted for
hearing, provided notice and have since obtained a Waiver and Declination to
Serve from the widow and will be asking to appoint another as the
Administrator of the Estate (well past 40 days from death).  Does anyone who
handles Skagit County probates know if an in person hearing is required (as
in Pierce County) for all new probates or will the court entertain an ex
parte submission of the documents?
 
I will certainly drive from Snohomish to attend if necessary but with the
new weather report for more snow, might consider an alternative.  Thank you.
