and they serve the jailed inmate.

Dear Listmates,
One of the tenants in an unlawful detainer action I am trying to serve is
in county jail (Skagit County). The wife is still on the premises, but
strenuously avoiding service.
Any recommendations for a more creative process server in Anacortes/Skagit
County?
Should I serve the jailed person as well? How would that be done?
