[WSBAPT] Service in tort litigation on CA - Out of state administrator

I have a client injured in a tort MVA which occurred in WA and need to file lawsuit against the Administrator of Estate of deceased defendant.  There is an open California probate and an administrator appointed for the deceased defendant.

Is it as simple as serving the out of state administrator and naming them in the tort litigation complaint or do I need to open a WA probate, appoint a Resident Agent and then serve the CA Administrator or Resident Agent for the deceased defendant?

If no answer, can someone recommend a California probate attorney since the CA Administrator's attorney is of no help.
