[WSBAPT] Who is required to receive Notice of Declaration of Completion of Probate

Hello -

My apologies to those who may have received this note via a separate listserve. 

I am working with a personal representative to finalize and close a testate estate. There is a surviving wife and three surviving children. All property of the estate is community property. The will makes no provision for the the children unless the spouse had pre-deceased. 

My question - does the personal representative need to obtain waivers of notice of filing of the declaration of completion of probate from the children who are not to receive probate assets? I note that RCW 11.68.110 requires notice to be sent to heirs or a signed, filed waiver from heirs. For purpose of notice or waiver under the statute, are the children considered heirs even though they do not receive any distribution and under law of descent Mom/spouse would take before the children ?

Thoughts please.
