[WSBAPT] named PR has not opened the probate after a year

I want to open a probate and have the alternate PR appointed. The
first-named PR has failed to do much of anything over the past year,
including file the will, and when the siblings ask what is going on always
comes up with an excuse. I could ask him to waive, but I'm worried he might
then rush to probate the will and then go back to doing nothing.

Any advice on the best way to get the alternate PR appointed?
