I suspect that you will need an apostille – an international form of authenticity provided by the Secretary of State. The SOS website has a "how to obtain an apostille"<https://www.sos.wa.gov/corps/apostilles/howtoobtainanapostilleorcertification.aspx> page.
It appears that King County will send the requested documents to the SOS, which will attach the apostille. I would call the SOS to find out whether they need certified or exemplified documents from King County.

Hi, all,

I have clients who are trying to get their WA adoption recognized in France. The French bureaucracy wants proof that the Decree of Adoption (signed by a judge and filed with the court) is final.  From my experience with ancillary probates, I know there are two different certification-plus things the court clerk can do. However, I can’t remember what they are called – maybe verification and something else. Help?
