They are supposed to go off the list, but you can list "good cause" for someone. Really depends on the Commissioner though, some will not take your recommendations, others will.

I need to appoint a GAL for two minor heirs in an intestate probate in Snohomish County but I'm not familiar with their procedures. Do they appoint off a list or can I propose someone. If the latter, any recommendations? Pretty simple, modest assets.
