[WSBAPT] (no subject) - Caveat on Citing Unpublished Decisions

In a published decision, Division 3 held that a party must do more than simply identify the opinion as unpublished. The party must point out that the decision has no prescedential value, is not binding on any court, and is cited only for such persuasive value as the court deems appropriate. Additionally, the party must cite GR 14.1 in citing the unpublished opinion. Crosswhite v. DSHS, 197 Wn. App. 539 (Div. 3, January 2017).
