1.  yes unfortunately.  Only county I know that requires the in person presentation.
2.  ask another attorney to present for you that might be going to court that day...

By the way, of all my Pierce county probates within the last year - the commissioners have written in a bond requirement of $10,000 if intestate.  So make sure your Administrator can be bonded.
