[WSBAPT] Off Topic Question

Listmates,


I have an estate with a questions surrounding adverse possession by a PUD.  Is anyone familiar with adverse possession where a water pipe was installed on land by the PUD without an easement and more than 10 years have passed?  It would seem that the open and notorious requirement would not be met--but the government usually seems to get around this type of thing.


Any direction would be appreciated!
