[WSBAPT] Stepmom be administrator of intestate estate?

Well, there is no contact with his mother, so I cant get an agreement from
her.  Can I just put both the dad and the stepmom - or should it be just
the dad? He is just emotionally distraught (suicide) and so the stepmom
wants to do it all.
