[WSBAPT] Cross-Border Issue

Colleagues,

PC’s mother moved to Canada and became a Canadian citizen decades ago,  and died in Canada last year.  She left a bank account in Blaine,  WA with not a lot of money,  but a little too much to ignore.  My review of the Affidavit of Claiming Successor and even full-blown probate statutes seems to indicate that the decedent had to have been a citizen of the US.  (For family reasons,  she may have to go with a probate anyway).  

Is there anyone with some cross-border experience who’d be interested in taking this matter?
