Wasn't there a WA case in the last few years that held a bank liable when a teller recommended JTWROS?

A personal banker at a very large bank is insisting that a couple cannot have their bank checking/savings/CDs held other than as joint tenants with right of survivorship. She said she checked with her back office and because of a quirk in Washington law that's the bank's policy. I have not spoken with anyone but the personal banker. Before I pursue this further, I will ask this group, is there something I am missing? Have others had this problem?
