[WSBAPT] Out of State POAs

It is a document I review carefully if they spend a great deal of time here
or move here.  I find the out of state documents are less precise and may
easily be misinterpreted here in Washington.  It only takes me 5-10 minutes
so cheap for the client.  I charge by time spent, not per document...
