[WSBAPT] Bank liability re: fraudulent transactions after death

Decedent passed in mid-March. At the end of April, daughter went into bank,
showed Decedent's death certificate and got the account frozen because she
was worried about Decedent's lady friend taking money. Bank employee pulled
up the account and notified daughter that she couldn't give any information
since daughter didn't have Letters yet, but froze account.

Daughter recently got appointed, and now finds out that in the period of
time between death and freezing the account, lady friend drained about
$30,000 through ATM withdrawals and debit card purchases. Bank told
daughter that a claim for fraudulent charges had to be filed within 60 days
and that once customer is deceased, they have no liability to them?
Additionally, doesn't bank employee have a duty to notify daughter that
there have been transactions on the account since Decedent passed, at the
time daughter goes in to freeze account? The bank in question is
Harborstone Credit Union in Tacoma.
