[WSBAPT] Family member wont leave home -- hoarder, stealing rents, selling metals

I have a client who was appointed Administrator of an estate.  The father (decedent) owned a home that was basically 2 separate units.  A renter is now on the top level paying rent and has lease to November, 2015.  The sister of Administrator who is a known drug addict has been living in complete horror, filth, selling off scrap metals from yard, taking rent from upper tenant for several months after death of father… you get the idea.

She is not a tenant so an eviction doesn’t seem to fit the situation.
Many years ago, I filed a motion for order for removal but alas, since then my computer problems prevent me from finding it.  I successfully removed the family and sold the family home, in which all the family shared in the profits.

I would appreciate any samples or discussion of situations where you have had similar issues and what you did to get the sibling out so the home can be cleaned up and rented to another tenant.  Is the only way to accomplish this to file TEDRA action?  Sister has collected rents and sold metals for money that should be repaid but since she is a drug addict, that is probably not likely.
