[WSBAPT] Notice Issues for Mexico Heirs

Eric's idea, to send an e-mail waiver form to be signed and scanned back,
should be sufficient. Otherwise the PR goes down to get signatures (instead
of publishing!).

Subject: [WSBAPT] Notice Issues for Mexico Heirs

Greetings Listmates:

Here's one I haven't encountered before. Legal heirs (all of whom are
disinherited by will anyway) live in Mexico. Prospective PR has spoken with
them by telephone, and they've stated that they do not want any notice
served, as the narcotraficos/cartels monitor the locals mail, and any sniff
of a potential inheritance in the family can lead to a kidnapping.

Assume that the heirs don't even want to go to a local notary-equivalent for
fear of the contents of a declaration/affidavit getting out. Any ideas on
what you would do in this circumstance?

Insights are appreciated.

Thanks,

James
