[WSBAPT] Problem with asset stuck in Louisiana

Listmates,

Even though we all learned about "full faith and credit" and "comity" in
law school, evidently these terms were not similarly taught in Louisiana
(sorry, frustrated).

I have one small asset- a retirement benefit of less than $6k- held by the
Teachers' Retirement System of Louisiana.  They (TRSL's legal department)
do not understand that we in WA don't have to probate everything-
including Trusts.  They keep asking for an "Affidavit of Small
Succession," wherein they want my client to swear that her sister died
intestate, when in fact she had a RLT and Pour-Over Will.  In the
alternative, they want Letters or some other authorization from the
courts.  After as much "gentle" educating as I could do, they are now
asking me for an attorney opinion letter on how estates are settled under
Washington Trust laws.

Any suggestions on how to do this in a civil, expedient, yet admonishing
manner?
