Will someone please cite the law that forbids a notary from certifying or
attesting a photocopy as being an accurate copy of a (Dept. of Vital
Statistics) certified death certificate.
I'm finding no such prohibition in RCW Ch. 42.44

The prohibition is on Documents which are created by public entities (Dept
of Vital Statistics) because it opens the door to too much fraud.
Certified copies of a properly recorded document are okay...I think
redaction works well.
