[WSBAPT] Issance of Letters after 30 day notice

I have never had occasion to try to get letters after filing a Dec of
Completion. But, I have always thought as Pierce County court apparently
does--that 30 days after the Dec is filed and notice sent out, unless
there's an objection, the PR is discharged and PR's powers cease, and in
that case Letters would not be issued after that date. RCW 11.68.110(2)

Our Court (Pierce) seems to have taken the position that a Personal
Representative is discharged 30 days after we send out the Declaration of
Completion.  As a result, the Clerk will not issue updated letters (as
many financial institutions require) if the 30 days have passed.  The
remedy provided involves the reopening of the probate.   

This is a different position than in the past 25 years.  Is this occurring
in other counties?
