Mr. Atkins:
We spoke this morning about the administrative rules for the transfer on
death deed. 
 
Attached are copies of emergency rules the Department plans to adopt on or
before June 12, 2014, regarding,

d%20Legislature/1117-S.PL.pdf> 2ESBHB 1117  (transfer by deed upon death),
which takes effect June 12.  
 
These rules are in effect for six months from their date of adoption.
They provide a filing process for transfer upon death deeds while the
Department undertakes the standard rulemaking process.  
 
Shortly after adopting the emergency rules, the Department will file the
preliminary rule change proposal (Form CR-101) which starts the standard
rulemaking process.  The CR-101 will note the time and place of a public
meeting to discuss the preliminary rule change proposal.
