I assumed she was talking about a claim by a creditor against an heir, who
proposed to disclaim the interest to avoid the heir’s creditor attaching
or executing on the asset or interest, not a creditor’s claim against the
estate. But I see that the question could be interpreted as being a
disclaimer by the estate to avoid a creditor’s claim also.
So which is it?

I’m not sure I understand your question.  A disclaimer would not negate a
valid creditor claim.

Let me clarify. Would a disclaimer be considered a "fraudulent transfer"
if the creditor's claim arose before the disclaimer was executed.
