[WSBAPT] Standby Durable Power of Attorney

I would appreciate your opinion on the following issue:

 

1.       Standby Durable Power of Attorney appoints Daughter 1 as Agent,
with Daughter 2 as backup “if Daughter 1 is or becomes unable or unwilling
to serve.” Daughter 1 is unable to serve. 

 

Question: Is a notarized letter from Daughter 1 stating that she is unable
to serve sufficient to make Daughter 2 Agent?

 

2.       POA also requires determination by two licensed, board-certified
physicians that Principal is unable to manage property or business affairs
in a prudent manner. 

 

Question: Is a letter from such doctors sufficient to satisfy the
requirement for this determination?
