Does a child lose intestate inheritance rights from a parent when the
state terminates her father’s parental rights?

Yes, from the father.

 

Is the situation different when the child is adopted by new parents after
the termination of parental rights?

The terminated parents are no longer legal parents.  The adoptive parents
are legal parents, so inheritance rights pertain.
