Who reported the death? Did the decedent have an address on the death
certificate? You could ask a landlord or neighbors. 
 
Did anyone arrange his cremation or burial? Sometimes the mortuary will
have a contact. Or the medical examiner's office. 
I once did a small probate by affidavit placed by the local undertaker. He
did have contact information for a nephew that he found in the decedent's
wallet. The undertaker had volunteered his services through a program run
by the King County Sheriff. He asked me to handle a small bank account
that the Sheriff's office discovered.  We found the nephew who gave us the
information we needed.

The PR has a duty of due diligence and hopefully knows at least something
about the decedent. If mom and brother won't cooperate, then maybe hiring
an investigator or a genealogy firm, or if the cost isn't justified, doing
some public record checks, at least for a marriage license in the most
likely county or counties? Even a credit report should give some
indication on whether decedent was married.
 
The PR's duty is just diligence, not certainty. If there is a lot of money
at stake, it seems like the heirfinders also will be on the hunt.

I will be opening a probate for a decedent who has a living brother and
mother, at least.  They want nothing to do with anything to do with the
decedent and won’t talk to me.  Assuming I can get their addresses I will
give them notice; but how do I verify whether decedent had kids or a wife?
