[Vision2020] Huge Culvert

Hi,Does anyone know anything about the excavation project and huge culvert installed just north of Mt. View park? It seems to have diverted water flowing into Paradise creek. The other day there were pumps sucking muddy water and shooting it into the feeder stream. One could see the effect in Paradise creek miles away.
