I recently read a study that seemed to show that legislators were not
responsive to general voter opinion in their district, but were more
aligned to the preferences of those who finance their campaigns. It's not
that the legislators are bribed after the fact, rather, the financiers
recruit and promote candidates whose views are congruent with their own.
