White Avenue/Mountain View Road Intersection in Moscow to become 4-way Stop

May 19, 2015 (Moscow, Idaho) - This week, City of Moscow Public Works will be changing the operation of the intersection of Mountain View Road and White Avenue from a two-way, stop-controlled intersection to an all-way (4-Way) stop.

In response to citizen inquiries an operational and safety analysis of the intersection was recently completed by City Engineering Staff using criteria contained in the Manual of Uniform Traffic Control Devices (MUTCD) and in City of Moscow Resolution No. 2011-03 - City of Moscow Policy and Procedure for Stop Sign Installation and Removal Requests.

Based on existing traffic volumes and accident history, the intersection meets accepted criteria for the installation of an all-way stop. The accident history of the intersection indicates that the cause of most accidents were failure to yield, and improper turning. These types of accidents are generally susceptible to correction by a multi-way stop installation. Additionally, the ongoing construction of multi-family housing developments to the east, and the pending expansion of two subdivisions are expected to increase vehicular, bicycle, and pedestrian traffic volumes at the intersection. As the safety of the intersection is unlikely to improve without the installation of additional traffic control measures, it has been determined that the intersection should be modified to 4-way stop control.

Installation of the stop signs is expected to take place by Friday, May 22nd. The installation will include both temporary and permanent advance warning signs to alert the traveling public to this traffic revision.
