[Vision2020] Curious about cameras, speaking of privacy

I saw a newspaper article in the last month about cameras at intersections, and it gave the same reason Gary identifies. I believe a faculty member in Engineering is involved in the study.

I had been wondering about that myself​. I asked a guy I know who works for the IDOT and he told me that the reason for so many "cameras" at that location is that they are doing a test of a bunch of different ways to control the lights at busy intersections to replace to old fashioned induction loops buried in the roadway. He told me that none of the devices are connected to recording equipment and the output is being monitored from an office in Lewiston with an eye to choosing a device that works well to control the flow of traffic in all weather conditions. (fog, heavy snow, driving rain, etc.)

Until this morning, there was not a single camera pointed at south bound lanes, but for the first time, this morning there is a single one pointed at cars coming in to Moscow.
I do not think Moscow even uses them for traffic citations. (If they do, I am unaware of that.)
What is being looked for? Who watches the footage? Do noteworthy things happen there?
