For most definitions of local, contributions to recipients within a 
locality are helpful.Whether the definition of local is a county, a 
city, or an acquaintance's residence isn't relevant.Likewise, whether 
the recipient's distance is five or five thousand kilometers away 
doesn't much matter.

Using a cell phone to transfer funds from one bank account to another 
may, depending on the banks, result in all of the funds being 
transferred.Using a third party intermediary may result in anonymizing 
either or both of the donor and recipient from one another.

Neither I nor the video suggested turning away from anyone.That the 
video illustrated African hut dwellers was a happenstantial choice.First 
year teachers in Latah County could have been chosen, with future 
benefits from them possibly exceeding the African recipients' future 
benefits.

With absolutely no insult or offense and as beneficial as /Moscow 
Care's/ suggestion may be, at the local level, Socially Aware Neighbors 
Tendering Assistance (SANTA) may well be assisted by Eclectic Lateral 
Funding (ELF) technologies with not so much concern about distances 
funds travel or costs for milk and cookies.
