The fact that they give advance notice is a good sign. If their motivation
was to just fill their coffers, then they would of course say nothing.
Warning us in advance may actually cut down on the accidents without any
work on their part, apart from this press release, which tells me that they
are motivated to reduce accidents and not just write tickets.
