I don't think a number count tells the whole story. To get the relative significance would take book. Some are inconsequential such as proclaiming National Angleworm Day to those that usurp the role of  congress. I think that you should write such a book. Suggested title  - A History of Executive Orders ( From the Mundane to the Illegal)
