Courtesy of the city council agenda item linked previously:

"ACTION: Approve the provision to extend Sidewalk Cafés to extend to neighboring business property lines with the written permission of the neighboring property owner and waive applicable catering permit fees typically required to enhance the atmosphere of the downtown corridor for the City of Moscow and Chamber of Commerce hosted event on September 26, 2014 or take such other action as deemed appropriate."

As this has happened before, to whom are the "applicable catering permit fees" paid? The City if Moscow. I know this to be true, as I have a catering permit application, addressed to the City of Moscow, laying on my desk in front of me.

How nice of the city to waive such obligations a couple weeks after raising property tax by eleven percent.

Furthermore, as cited in the referenced link, this is to be a recurring event.

" . . . is proposed that the restrictions relating to Sidewalk Cafés be adjusted for this event and as a pilot for potential future downtown events."

Is this to become a mandated waiver of catering permit fees for all future downtown events?

Don't get me wrong. I am as much a party animal as almost anyone on this list, as I have a record for "disturbing the peace" at Fort Dix, Fort Irwin, and the Presidio of San Francisco to substantiate this claim.

Concerning West of Paris, or Bloom (as it is now known) . . .

They will always be "West of Paris", a name associated with that establishment dating back to the Foie Gras days of '06.

Seeya 'round town, Moscow, because . . .

> 9. Special Event Sidewalk Cafe Extension Trial - Jen Pfiffner
> The City of Moscow, in partnership with the Moscow Chamber of Commerce, is hosting a downtown block party to welcome new and returning students back to the community on September 26, 2014. The event is designed to introduce the Moscow community and local businesses to students and to provide an opportunity to celebrate our community as a whole. For the event Main Street from ‘A’ Street to 6th Street will be closed with the Third Street crossing remaining open. The City and Chamber would like to provide a festive and enticing atmosphere for the September 26 event, as well as provide an incentive for businesses to participate. To do so, it is proposed that the restrictions relating to Sidewalk Cafeìs be adjusted for this event and as a pilot for potential future downtown events. The proposed adjustment to the restrictions would include allowing establishments to abut a neighboring businesses property lines rather than their own property lines, thereby expanding the available area for a Sidewalk Cafeì presence for an establishment. All other restrictions would still apply. The establishment would be required to file an amended Sidewalk Cafeì Licensed Area diagram to the City Clerk with written permission from the neighboring business allowing the extension of the area in front of the neighboring business. For those establishments permitted to serve alcohol, they would need to apply for a catering permit with the City of Moscow in accordance with State liquor regulations. It is proposed that fees for these adjustments for this event be waived.
