Apologizing again and again and again for the same repeated behavior doesn't cut it.  You might consider gathering facts first instead of constantly jumping to conclusions, shooting from the hip, and making improper allegations.

Forwarded below is a response by Ms. Becky Couch (Planner I, City of Moscow) concerning the public hearing cancellation related to the conditional use permit application regarding the property located at 525 S. Jackson Street.
I wrongfully interpreted the reason for the cancellation.  For that and any subsequent comments I have made regarding my inappropriate interpretation I sincerely apologize.

Tom – here is the information regarding that CUP application
 
 
Tom, 
 
I wanted to clarify the status of the Conditional Use Permit for a drive-through at 525 S. Jackson Street. The public hearing for the CUP was cancelled at the request of the applicant. The applicant provided
 a site plan for the proposed use with a curb cut located 30 feet from the intersection of Jackson and 6th Street. Due to public safety concerns and potential for impacts to the safe and efficient operation of the Jackson and 6th Street
 intersection, the City of Moscow Engineering department is not in a position to approve vehicle access to the site as it was proposed. Therefore, the applicant chose to cancel the hearing in order to prepare a site plan that can be approved by the City Engineering
 department, prior to requesting approval for a drive-through at this location.
