The states build US highways WITH federal money given to them for the
purpose. The Feds build the Interstates (with federal money of
course). And the states build state highways with state money plus
often some federal grants for specific projects.
I didn't look that all up, but I'm at least 80% confident that I'm correct.
Quick aside: ever think about the three "Interstate" freeways in
Hawaii?. I drove to work in Pearl Harbor on H1 for three years when I
was in the Navy.
