In your research did you find out who built them? Great how one state starts building right where the neighboring states stopped. Or where the Feds involved?

You had better contact the Idaho Department of Transportation.
They are under the impression that US-12 is a U.S. Highway.

Notice it is a STATE highway, just like Highway 12 here in Idaho, so what Arizona should do is the very same thing Idaho should do with Highway 12. The feds and in Highway 12's case, the Nez Perce Tribe want "control" over the highway, let them have it, along with the responsibility for maintaining it.
