Considering that this is 'a situation in which events happen at the same time in a way that is not planned or expected', I'd say that conforms to the definition of a mere coincidence.  However, it's not a very good example of a coincidence considering Judge Winmill himself supports it.  Also, if it was TWO YEARS in the making, then the megaload decision had zero influence on the bill's inception.  Further, a 3rd judge would have only marginally affected whether or not the megaload case would have been heard by Judge Winmill.  Beyond that, there is a high likelihood that a different judge would have still applied standing law to the megaload case and would have rendered a similar decision as Judge Winmill.

I hope this sorts out both the 'Huh?' and the 'Why?' questions you had about this and removes any of your suggested conspiracy concerns.
