So you're saying the use of the lot is fundamentally changed because it is now permit parking, as opposed to free parking? 

Huh?

It's private property and cars were being parked there before, for free, and that was okay.
It's private property and cars are being parked there now, for a fee, and that's not okay.

Yeah, that makes sense.
