IN MY OPINION, the key to this is "to utilize an existing  private parking lot".

It is a PRIVATE parking lot, then the owners of that lot, should be able to utilize it as a private parking lot and let whom ever they want to use that lot.
IF the city is going to restrict WHO can use that lot as opposed to the owners of that lot making that decision, that is a taking, and the city should
compensate the owners of that lot accordingly. Again, it is a PRIVATE parking lot, NOT a public lot.
