I think they should do the same thing that they did when the lot was a private lot for GTE employees.  Whatever that was.  I'm assuming the city charged GTE for the use of the lot.  If they did, they might need to update their fees.  If they didn't, then they shouldn't charge NSA either.

So they want a lot that just NSA folks can use BUT they want to be able to use the public lot, also. Kind of cake-and-eat-yours-too deal.
